I would suggest a complete and clean reinstallation. It's possible that there's a corrupt file.

Reboot you computer and try again.

If you are logged in as an Administrator or an user with Admin rights when you run the installation?

Do you have running any protection programs on your computer like virus scanner, internet security and so on?

If yes, please deactivate or stopped this and try again.

I have tried your suggestion but It still not working. I logged in as an administrator and stopped all protection programs like firewalls and virus scanner.

actually, this problem happens when I install adobe creative cloud too. but I just repair the file and it worked but it comes back again when I try to install other programs on the creative cloud.

I would suggest a complete and clean reinstallation. It's possible that there's a corrupt file.

Please follow the steps below:

if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html

use the desktop app to install your cc programs/trials

Important is that you run the Adobe Cleaner Tool after you have done the deinstallation. And don't forget to restart your computer.

Thank you for your help!! It has been working now. Follow this step many times and it worked when I switch to an administrator account to install the desktop app and switch back to my user when installed other programs.
