Unable to deactivate Photoshop CS4

I have a PC set up as dual boot on Windows 7 and Windows 10.   I have Photoshop CS4 and Lightroom on W7 and want to transfer it to W10.  I have tried to deactivate Photoshop CS4 so that I can re-install in on the W10 system but I get a message stating that this could not be done because there was no internet connection.  I have run through all the checks on the relevant help page of the Adobe website, which confirm that I do have a connection to the website.  How can i get Photoshop to deactivate?  (I can't reinstal CS4 on the W10 partition as it is already installed on another PC.)

if you purchased from or registered with adobe, go to your account page (using the same adobe id you used to purchase/register) and deactivate there, https://account.adobe.com > plans > my plans.

Sorry, I can't see any option to deactivate despite both my Adobe products (Lightroom and CS4) showing as registered.

if you request an activation reset, ps cs4 will be deactivated on both computers.
