Unable to install Creative Cloud desktop app on windows 10 64bit

All I am getting is an error message (Error C191), so I click retry a couple of times, the same message comes up, then eventually it just freezes at 96.5% installed.

 

I originally had the application installed, but the Creative cloud Desktop app would not update, giving me the error message "Error 191" So I go to google, and all the answers have to do with Adobe XD which isnt even related to my problem. So I uninstalled the CC desktop app successfully, but can not reinstall it.

Raegur, I am sorry you continue to encounter Error 191.  Error 191 occurs because the installation is being blocked from completing.  You can find information on the exact location that was blocked by reviewing the install log file as discussed in  https://helpx.adobe.com/creative-cloud/kb/troubleshoot-download-install-log-files.html.
