unable to launch photoshop after installing from Adobe online

I have downloaded Photoshop from Adobe to my PC but it will not launch.

I keep getting the following; -

Error at loading of ippCV library

No DLL from the list below is found on the system search path;

Ippcvn8.dll (the most suitable for your CPU)  

Ippcvm7.dll (optional) Please provide a path to at least one of them.

Can anyone please help me sort this out.
