Unable to redownload photoshop

I'm a student at the University of Michigan, and recently we've done this partnership thing with Adobe where all students get access to the full creative cloud. It was working fine up until this morning (although I've only had access to older versions of the suite), but this morning Photoshop CC 2018 wouldn't open or even launch. I tried uninstalling it so I could redownload it, and now Adobe is trying to charge me for it. It still recognizes that I should have free access to photoshop on my profile (I'm still part of the Organization "REGENTS AT THE UNIVERSITY OF MICHIGAN," and it says I still should have this all for free), but when I try to redownload anything it just opens a tab redirecting me to payment plans. Please help!!! I need this for class.

1. Open CC Desktop App.
2. Click the gear icon > General tab > Settings. Select "Always keep Creative Cloud up to date."
3. Click on your Avatar (top right image).
4. Sign-out of Creative Cloud.
5. Close all apps.
6. Restart your computer.
7. Open CC Desktop app.
8. Click your Avatar.
9. Sign-in with your paid ID and password.

 

Adobe is providing "free" access to its Creative Cloud apps only if you are in education as a teacher or student. For institutions that give students access to Creative Cloud apps through on-campus computer labs, Adobe is enabling those students to work remotely for 60 days through a temporary "at home" access.

Make sure you're signed into the Creative Cloud app and it shows Open or Download for Photoshop.  But why CC 2018, it isn't even available any more?
