Adobe CC isn't working, so I was told to uninstall CC along with photoshop/illustrator/etc. However, I couldn't uninstall photoshop through settings. I've checked other websites, and the only other solution I found was to uninstall photoshop with CC, which I can't do because CC doesn't work. Does anybody know how to fix this issue?

One key thing: don't try to uninstall until you're sure you can reinstall. Make sure you still have your disks and your serial number because you can't download any more.

If the software is CC or earlier and registered with Adobe, serial number and account details can be found in your account page.
