Uninstall PhotoShop - need to quit Adobe CR Daemon

I am trying to uninstall Photoshop, as I can't open the app and the icon just keeps bouncing (I'm on MacOS). However, as I try to uninstall the app from Creative Cloud, it keeps telling me I need to quit Adobe CR Daemon first- but I've already force quit Daemon multiple times from Activity Monitor. Help, please.

restart your computer and update before trying to open photoshop.

 

if that fails, uninstall photoshop (https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html), restart your computer and then install.

This is exactly the issue. There is no way to uninstall Photoshop because there is no way to quit Adobe CR Daemon. I've already forced quit Daemon multiple times from Activity Monitor.
