Uninstall/reinstall for faster service?

Adobe Creative Cloud is slowing my computer down. I currently still have 2020 AND 2021 versions of most apps on my computer, because the instructions told me not to delete old versions. I try to uninstall the old versions myself, but get errors stating that apps are still being used. When I downloaded the "new" 2021 CC version, I set preferences to STOP CC from running in the background, but it continues to run. I end tasks and they just restart on their own. I think the only way to resolve this is to uninstall ALL Adobe apps and managers from my computer,and then reinstall just what I need. I literally only use Photoshop. Other apps looked interesting and I wanted to try them, but not at this slow down cost.  What are the proper steps to get EVERYTHING adobe off of my computer COMPLETELY and then restrict auto updates and background processes upon fresh install?

 

I don't use forums often, so if I didn't ask properly, I apologize.  Thanks for any help.

uninstall every cc app including preferences, https://helpx.adobe.com/creative-cloud/help/uninstall-remove-app.html
then uninstall the cc desktop app, https://helpx.adobe.com/creative-cloud/help/uninstall-creative-cloud-desktop-app.html
clean your computer of cc files per http://www.adobe.com/support/contact/cscleanertool.html
check for, and if available, update your os
restart your computer (don't skip this)
reinstall the cc desktop app, https://creative.adobe.com/products/creative-cloud.
if you're unable to install the cc desktop app at this stage, use an administrator account (solution 4 here, https://helpx.adobe.com/creative-cloud/kb/creative-cloud-missing-damaged.html)
use the desktop app to install your cc programs/trials
