On Creative Cloud Desktop we updated 'camera raw v 13.1' and now we cannot open photoshop files Message reads

'Phoptoshop.exe - System Error

The progreamm can't start because

api-ms-win-core-libraryloader-l1-2-0.dll is missing from your computer.  Try reinstalling the programme to fix this problem.'

Do we have to uninstall photoshop before trying to reinstall?

had this issue for about a week now, solution is to install camera raw 12.4. ignore other posts, this is 100% a solution.
