What is he best work flow to create web friendly animated svgs using Adobe products?

Not quite sure what you mean by animated SVGs. 

 

Interactive SVGs usually begin life in a vector graphics editor like Illustrator or Inkscape.  Export to SVG code.  Then open the SVG code in a code editor like Dreamweaver or Brackets to manually add CSS and/or JavaScript.

 

For character animations, make your puppet in Illustrator.  Use Character Animator to add life to the vector graphic elements.
