DreamWeaver 2020 URLをコピペで文字が化ける

ブラウザからURLをコピーし、編集中のコンテンツにコピーし、
その後、そのURLに、リンクを貼って（以下：ソース）

<a href="https://www.nikkei.com/lounge/help/opt-out.html">https://www.nikkei.com/lounge/help/opt-out.html</a>

保存し、再度開くと、全ての2バイト文字が、文字化けします。
文字化け表示は、黒菱形の中に？マークです。

ブラウザで、リンクが貼られた記述を、コピペすると、

<a href="https://www.nikkei.com/lounge/help/opt-out.html">アクセスデータの共有先とオプトアウト</a>
とコピーされますが、これを保存しても、文字化けしません。

 TestLink.html は文字化け前
TestLinkBake は、https://www.nikkei.com/lounge/help/cookie.html　にリンクを貼って保存したファイルです。

ただし、 TestLink.html 　のファイルに限って発生し、他のファイルでは再現しません。

何とか、原因を究明したいと思っています。

なお、 TestLink.html とTestLinkBakeを、添付したつもりですができなかったようです。
