I am working on an existing Dreamweaver website and the owner wants to add a landing page with a link to the home page. The home page is index.htm. Do I just copy the index page and rename it, and then edit the new index page, or how should I go about this?

A really bad idea.  If you want to have an intro, put it on top of the domain name's home page (index.htm).

See this example:

Bootstrap with SVG Intro

The intro loads first and automatically hides after a few seconds.  There is also a skip intro button for people who don't care to wait.
