I'm not sure what you mean.

CC versions of programs are downloaded via the CC Desktop app and install on your hard drive just like the older versions. The programs periodically check with Adobe via the internet to ensure your subscription is up to date, but aside from that periodic check, they run "offline" just like the older versions did.

I am currently using Microsoft Office FrontPage 2003
(ok, you can stop laughing) and are in need of updating to a more current
WYSIWYG HTML Editor.  Security is the highest importance in choosing a new WYSIWYG HTML Editor, since the files
install on your hard drive just like the older versions it should not be an issue.

CC does stand for Creative Cloud does it not? If my files are stored on my hard drive, then
what is the purpose of the Creative Cloud?

DW is not WYSIWYG, no matter what the marketing department at Adobe has said about it in the past. If you're not ready to work with code, Adobe Muse is going to be a much faster transition from FP.

CC stands for Creative Cloud, yes, but your programs are not stored in the Cloud. It's probably not the best name for the subscription service and does cause a lot of confusion for people who have used Cloud Software from other companies.

CC applications are downloaded and installed on your local drive. There are some features/benefits to the Creative Cloud that are Cloud Based, but the bulk of the service is standard download/install.
