Adobe has discontinued all support for DW CS3.
They did have an offline activation download available for a number of years after the activation servers went down, however they discontinued that option in 2019.
There is no longer any legal way to activate and use DW CS3.

Thanks Jon for your prompt reply
I have been using it since 07 to upgrade Websites it only blocked me out with Message when I tried to update webpages this year and it presented me with page to request and enter new authorisation code
I have Cloud Apps for Photography suite that I have not used as I am at an age (75) when not looking for any more learning curves so tend use pre cloud Apps
not sure if its worth adding DW Cloud to package do they do trial periods? to see if I can get my head round migration and use
Thanks
Phil

Adobe offers a 7 day free trial on CC apps (down from 30 in the past), which automatically turns into a paid subscription if you don't go in to cancel it before the time is up.
There have been a lot of changes in the 13 versions between CS3 and CC2021, I don't imagine a 7 day trial would be enough to familiarize yourself with the changes to the interface and the removed/added features. If your site is database driven, and you used DW's connection scripts and other database functions, it would be pretty much useless. Adobe removed all database functions from the program after CS6 requiring you to hand-code or buy an extension from a thir party.
A free option, if you can work with code, would be Brackets, available here: http://brackets.io
