Is the built in bootstrap in Dreamweaver CC better than the bootstrap form the actual website?

Depends what you define as better.

It is certainly easier to use, as the components can be selected from a menu. The code though is the same, i don't know how Dw will make Bootstrap v4 work without dropping support for current bootstrap users, that has yet to be seen, (that's if they do update to v4).
