CHM creation

I have a User Guide PDF for our software and am trying to create a .CHM file for it. Any recommendations on the best software for this? Thanks so much

This has nothing to do with Dreamweaver or for that matter any Adobe Creative Cloud app.  CHM is Microsoft's own form of HTML Help files.  For a one-off project, do a Google search for PDF to CHM converter.

If you're in this for the long haul, look at Adobe Robo Help.  However, it's not part of the Creative Cloud.
