These shortcuts (default key set) just do nothing in DW 2017.0.1/Mac with German localisation.
Am I really the only who experiences this? (Wondering why nobody has filed a bug report about this before...)

Its never worked in DW as far as I know - I worked in CS4 until recently switching to another editor. It may have worked in more up-to-date versions which followed CS4.
However it should now work in the latest version of DW as it has Brackets as the editor and in that editor command-d does duplicate c
