whenever I try to open up a new site nothing comes up on the screen and I'm not to familiar with dreamweaver and I don't understand why it is not opening. I've tried creating 3 new sites to see what will happen but none are opening. Also I am on PC.
Create a site folder on your hard drive with your operating system's file manager. Example C:\myTestSite. That's the folder you will keep all your files and assets in.
Tell DW where your newly created site folder is located. Go to Site > New Site. Give your site definition a name you can recognize. See screenshot. Hit Save button.

In your Files Panel, you should see your new site folder. To create a new starter page, click New or Ctrl+N


Choose a Layout and hit the Create button.

What do you mean by "not opening"?
Are they not available from the dropdown menu in the Files window, not opening in a browser when you hit F12, not showing in Live view?
Have you created Site Definitions yet?
Without doing that, DW won't do what you want.

Go to File > SaveAs and name your new page index.html (your default home page).
