Design view does not scroll consistently

The design view does not consistently scroll. You can scroll for a little bit and then it "thinks" it is at the bottom. You can wiggle the dividing bar between design and code and then you are able to scroll the design view a little bit more, but then it stops and you have to wiggle the bar again. You can see here there is quite a bit more content below this image in the code view, but the design view shows the scrolling has reached it's end. Anyone else run into this before and have a workaround? Thanks!

Your code contains errors denoted by the red X.  Code errors can lead to erratic behavior.

Validate code and fix reported errors.  Window > Results > Validation.  Click the triangle to check document.

Ctrl/Cmd + S to save.

Go to View > Split > change from Split Horizontally to Split Vertically (side-by-side).

If scrolling is still unavailable, close document and restart Dreamweaver.
