Yesterday everything was fine.
Today on opening Dreamweaver the loading circle just went round and round.
Spoke to someone called P Mohan on chat.
He got me to install all Windows Updates
Next I uninstalled Creative Cloud and Dreamweaver, rebooted and re-installed.
No joy.
Asked P Mohan to elevate my issue and he/she cut me off.

Did you right click and run as administrator?
Did you Restore Preferences?

Yes, tried running as administrator. No preferences to restore.
