Extract works with PSD files from Photoshop.  But it won't work with Artboards.

How to extract assets from PSD files into Dreamweaver web pages

Also, you must create a new HTML document. Extract creates CSS but does not create HTML code for you.

Yes. Now when I click on new rule in the quick edit nothing happens. It's no longer working. I've tried reinstalling, but DW is still bugging.

When DW starts acting weird, the first thing to try is Deleting Corrupted Cache in DW
