Did you recently upgrade your hardware to a high-DPI display (such as a MacBook Pro Retina display or a 4k monitor)?

That could cause everything to appear tiny. Dreamweaver CS4 is pretty long in the tooth (you probably know that, grin) -- it didn't know about all this cool new display hardware we use now. You might consider updating which will give you more control over the user interface with high-DPI displays.

CS4 is very old software so it's not Hi-DPI aware.  Reset your operating system's display settings to the recommended resolution of 1280 x 800.

There is no upgrade path from legacy Creative Suite 4 except to subscribe to DW CC either annually or month-to-month.  Annual plans cost less per month but there is a penalty fee for canceling early.  The month-to-month plan costs a bit more but you can cancel at anytime.
