Dreamweaver does not save files, but only 'save as'

All my files won't save just pressing "ctrl + s" nor physically going to menu FILE -> SAVE.

Right now, only way I can save is by overriding with "Save As" on top of the same file.

anyway to fix this issue?

That sounds like it might be a permissions issue at the OS level.

See if this works...

1. Open one of your website's files in a plain text editor 
2. Make any small change (add and remove a space for example)
3. See if you can do a normal Save from the text program 

If you can't save doing the above, there's something wrong with the folder's permissions at the OS level (would need to know which OS to help there).

If it does work, there are a couple things you can try with DW to bring it back in line, like Restoring Preferences or uninstall/reinstalling through the CC Desktop App.

Yes I can save fine with other text editors.

and I can also "save as" in dreamweaver too.

it's just command "save" won't execute.

Does your local site folder reside on your primary hard drive, not a networked or cloud drive?

And are you able to save files to that folder from other apps?

yes all those files are in my local HD folder.

And other apps can save to that folder with no prob.

Have you tried Restoring Preferences (the link I gave above)?

That will repair all kinds of weirdness that crops up in DW. It's pretty much my first step any time DW does anything odd (after a system restart anyway).
