Dreamweaver Downloaded but wont open

I hve the latest version of dreamweaver download on the creative cloud. where it has the 'open' button it is shaded and not a button like the other apps. When i click in dreamweaver it says open dreamweaver (12.0.0) and nothing is opening.

Version 12 of Dreamweaver is about 10 years old, the current version is 20

Please ensure your computer meets or exceeds the minimum system requirements to run Creative Cloud + all other apps you intend to use.  If your computer doesn't meet the min-requirements, you can't install the software.

CS6 (ver 12.x) is no longer accessible from Creative Cloud Desktop app.  Adobe removed it.
