Dreamweaver graphics tools

when an image is selected in design view Dreamweaver graphics tools do not appear in the property panel. How do I enable them?

Adobe has removed those functions from the latest release, citing low usage and difficulty working with new Operating Systems.

The only way to get them back is to use an older version of the program.
