Is there any way to make a web site using php that is able to check mail through a pop mail account on a server?

Yes, it is. Theres free classes out there, can`t point you to them as I`ve
always written my own, but do a search on google.

Alternatively, if you want to write your own, you just use the fsockopen()
command, connecting to port 110 on the relevant server. You then send the
relevant POP commands to control the server, which can be found in RFC 1939
(again, do a search on google for RFC 1939). You can then download mail,
delete messages etc.
