Try Restoring Preferences: https://helpx.adobe.com/dreamweaver/kb/restore-preferences-dreamweaver.html
It's possible something in the prefs file was missed during an uninstall/reinstall.
Another option would be to manually delete the user Configuration folder.
1. Turn on your operating system's Hidden Files
2. Go to C > users > your username > AppData > Roaming > Adobe > Dreamweaver (your version) > your language
3. Change the name of the Configuration folder found there to Configuration_old

4. Open DW, the program will create a new, clean Configuration folder and hopefully start up without the javascript errors

Sounds like you changed the wrong configuration folder.
Dreamweaver has 2 Configuration folders, one for the main program and one under your user account. Doing a search on your OS for the configuration folder will bring up the wrong one and will break the program if it's changed. The program automatically rewrites the one under your user account. It can't rewrite the other one.
You'll need to change that one back to its original name and find the one I point to above.

It was the right configuration folder.
What i did to solve the problem was to invert the process. After the change in the configuration folder and the problem with menus.xml, i restored the preferences.
Thank you all for your help.
