Adobe Brackets is an open source product.  It's not part of the Creative Cloud Plan.

Yes you may use Extract with Brackets to create projects. 

Brackets - A modern, open source code editor that understands web design.

That said, you might want to look at the very latest Dreamweaver CC 2017 in which Brackets and Extract are integrated.
