I have access to the remote server of a large corporate website. I just need to add one page. I have the html for the press release in a wordpress page. I just want to add and publish one page to the site.
FILE > NEW > ???

First define a local site folder by going to Site > New Site. Example: C:\myTestSite
Click on Servers Tab and enter your site's FTP log-in credentials & Root Directory. If you're not sure what to enter here, contact your hosting provider for details.
Once your log-in details are entered, hit the TEST button to verify your connection to the server. If you can't connect, hit More Options.
Open the Files Panel (F8) and hit the EXPAND button. Click CONNECT icon to open your remote server files.
The DOWN arrow Gets files from remote server. The UP arrow Puts local files on the server.
Now you're ready to create a new document from File > New > Starter Templates or whatever you require.

I have connection to the server. I have been able to modify existing pages and have opened the site in FILEZILLA. I just need to add a page to the site for a press release.

Years ago, I believe I just copied and renamed an existing page and then edited that page.

When connected to the site through DW, you could...
Click the file on the server side in the Expanded Files window (click the small 2 square icon in the Files Window)
Click Get (down arrow icon in Files) to pull a page down from the server.
Give the page a new name in the Files window
Make your changes
Save and Put (up arrow icon in Files) the new page
However, you mentioned WordPress in your original post. Working from DW on an existing, deployed WP site is probably not the best way to do it. To add new pages to a WordPress site, you really should be using the WP Admin panel, not DW.

This is not a wordpress site. It was created five years ago by a developer who is not helpful.
I worked in Dreamweaver prior to 2010. Lately I have been working in wordpress.
What if I just duplicate a page and rename it?

That is essentially what my instructions above are saying...
You copy an existing page down from the server to your local defined site.
Rename it.
Make changes.
Upload the new file to your server.
