Hi There,
Everyone will need a bit more information Mark. Screenshots, code etc.
You said "Front Page" this is an era of 1997 to 2003.
This is OLD. Migrating it to Dreamweaver which is not being updated properly any more and was struggling to keep up with modern applications...
Basically the code and setup of this site is likely way to old for Dreavweaver to understand correctly, it could have various errors and likely such old code it probably wont work in a lot of modern browsers and devices.
For me it will likely be less headache to just re-do the page you have. If its one page I am sure if you provide what you have the community could help you out with a bit of a rebuild.

First of all frames are old hat - if you want to view the main page source that contains the frameset, switch to design view and you should see borders that represent the borders of each frame - click on a border then view code source.

As the others have pointed out - Frames will cause you a variety of issues plus we need to be able to see what is there to work with.
The rendering issues can be a large number of things.
It is likely there is still the code stuff fron Front Page in there causing issues for Dreamweaver. There could be HTML issues, there could be old CSS, JS or HTML that Dreamweaver is having issues with and more.

Front Page with FRAMES??? OMG! Quick, take that thing behind the barn and shoot it. And never, ever, ever use FRAMES again. 🙂
Hyperbole aside, your site is not suitable for use with modern devices. That's why Dreamweaver can't render it. Frames were deprecated 8+ years ago when HTML5 was accepted as the new web standard. It's time to start over.
1. Define a new site. Go to Site > New Site. Give it a name and location on your primary hard drive -- C:\MySite. Save.
2. Go to File > New > Starter Templates > Bootstrap Templates. Select one of the layouts and hit CREATE button.
3. Go to File > Save > index.html (your home page).
4. Add your own text and images. Use Ctrl + S often to save your work.
5. Use F12 to Preview your work in a Browser.
Post back if you have more questions.
