years ago i was able to drag drop and resize and just do any thing i want now with cs6 dream these options are gone is the a way to get back to that option

What you are talking about was called AP Divs, or in other words, absolute positioned divs. They were useful to a point back in the days when monitors were of a fixed size, namely 640 x 480. Website layouts were treated in the same manner as printed material.
Fast forward to today and fixed layouts are out of favour making way for responsive designs. This is because websites can be viewed on a number of different devices ranging from smart phones to large screen TV's.
In other words, drag and drop is no longer part of Dreamweaver.

DW was never a drag & drop app although some people incorrectly used it that way. The resulting product was usually a mess. So Adobe saw fit to remove AP Div Layers from the insert menus.
Today, DW expects you to know how to work with code. Or use one of the pre-built Starter Templates as your layout.
File > New > Starter Templates. Pick one and hit the Create button. SaveAs index.html

Sorry Nancy, I miss what you're meaning... DW IS a Drage and Drop app... Ok I have perhaps missed what you do mean... but as you can see on the video (sorry no sound)...

DW is not like Photoshop or Muse where you can click and move items exactly where you want them on the workspace.
As you say, you can to a limited extent click & drag from panels but that's not what the OP is asking.

There was an Adobe program that was drag and drop and I forget the name of it. It was NOT Dreamweaver, but could be obtained in a package with some of the other Adobe programs including Dreamweaver and/or the drag and drop one.

You mean Adobe Muse? Well, that's End of Life now. I don't recommend using it.
If you own a Mac, there are a couple of visual web design tools to try.
And there's an online app called WebFlow that might appeal to some users.
