1. Live view is more accurate at rendering because it contains a Chrome emulator. Design view is not as accurate. It's mainly for quick editing. But neither view is as accurate as previwing in REAL browsers.
2. Your code contains errors denoted by a red X or orange ! mark.
Open the Output panel and fix all reported code errors and warnings.
Save and Preview in real browsers.

Design View may or may not render your site a little closer to what you expect after fixing errors and warnings as Nancy mentions.
Design View can't handle advanced css. It also doesn't run any type of scripting, no matter how simple or complex it is.
From what I can see above, you're getting a 100% typical display.
I've said it for a good decade or more, Design View should really be called something else. Maybe "Framework View" or "Quick Edit View" or "Doesn't Look Like Your Website but is Easy to Edit for the Most Part View".
