How do I publish my HTML files from DW or some other product?

Outside of Dreamweaver, you'll need to purchase a domain name and hosting.

Once you have those things, the hosting company will provide you with a username, password, FTP address and remote root folder (your FTP Credentials).

In Dreamweaver, you need to Define a Site using those FTP Credentials: Define a site

Once your site is defined, you would use the Put option (up arrow icon) in the Files window of Dreamweaver to publish your site.

Use an FTP client to transfer files between your computer and the remote server.

as BenPleysier pointed out: HTML is HTML. You can open any HTML file with Dreamweaver.
