You cannot reset preferences without doing a complete clean install.

The preferences panel is selected by clicking on - Help -> Preferences.

Tried this already. User Account Control dialog box pops up, but no Reset Preferences box. Program launches after accepting account control box.

You're using the wrong set of steps.

You would only see the UAC if you are following the steps for CC 2014.1 and later.

CS6 is older than CC 2014.1, so you need to use the steps further down the page Nancy linked.
