How do i set up a username and password form without having acess to the internet?

I need to set up a login page but i cant access the internet to connect to the server i just need it doing, i cant download anything because im using a school computerplease help this is driving me insane.....

Are you using a web server at school? If you have no server, then you will need to use javascript. It's not secure but it may be suitable. Just search the web for 'javascript password protection'.
