You don't need to import the application in DW. You can
simply navigate to
the page. However if you want all of the DW functionality you
simply define
a site and point it to the file location where the site has
been saved.
In answer to the second question DW has never supported
ASP.Net fully, and
has never used the code nehind model, and probably never
will.
