Dreamweaver doesn't allow you to modify files stored on your server directly.
The workflow with DW is to create your site files locally, then upload them to your hosting server. When you want to make changes to your online files, you modify them locally first, then upload them to the server, overwriting the files that are stored there so the rest of the world can see your changes.
Be sure to follow Lena's advice.
To use DW effectively, you need to define a local site. In the FTP section of your Site Definition, you will use the server name/path, username, password, and Site Root Directory given to you by Ionos, once you've purchased both a Domain Name and a Hosting Plan.
