inserting picture with ability to put text over it

hi all,
i am a newbie.......jus wanted to know how to embbed a picture in an html page and then make it possible to have text over it.....just like layers in photoshop.

Embed the text in the image, or

Use the image as a background of some container (table cell, or div, etc.)
and put your text in the container.

Be aware that this is a commonly asked new user question, and it's usually a
very bad idea - think about what will happen when someone resizes the text
in their browser.

Why do you want to do this?

Yeah, Murray is right. It's not too often you see designers try to overlay
text on images. Too much margin for error.
