Is Adobe stopping extension support in CS3?

They don't have any specific documentation listed for CS3 Dreamweaver extensions here--> http://www.adobe.com/support/dreamweaver/extend.html

Dreamweaver 8 appears to be the last version.
Does that mean Adobe is not supporting Extensability via extensions in CS3?

Not at all. Both DW CS3 and CS4 have an Extension Manager and support
extensions that are compatible.

Extensions are supported in CS3, the page listed was likely produced before the purchase of Macromedia by Adobe and hasn't been updated. Documentation for DWCS3 (although I think that this may be updated to CS4 references only at some point):
