Is it possible to be build with Dreamviewer?

I know above site is built within wordpress CMS but can i develope thorugh Dreamviewer similar like that?

If it is not a disguised advertising, DW is a code editor and such so, of course it is possible to develop such an application.

But the question is simple... why reinvent WP?
I now the question is... is it possible to develop such a template, Generatepress, the answer is also yes, of course...

But if you ask such a question, you need to know first of all what is your level in code (HTML, CSS, PHP and database management).

Dreamweaver is a code editor.  Your question needs more information. 

1. What are you unable to do now that you can't do in WordPress?

2. What is to be gained from switching to a static HTML site from a dynamically-driven CMS with backend functionalty?

3. Are you an experienced coder who can code dynamic web apps manually in PHP & MySQL?

4. Does the current site owner agree with this plan?

I didnt respond because I dont know if this is just a spam advertsiment. That Popeye thing seems to be housing some external advertsiments amongst the content which seems a bit strange to say the least because it's rather off-putting and in my view would have me running to the door, quickly.

Of course it can be developed in Dreamweaver BUT if you can already use Wordpress and are not detered by the potential issues of hacking and updating, plugins failing, etc, then I'd go with Wordpress.
