Is the Extract PSD function in Dreamweaver supposed to populate code?

I've looked at these two tutorials on how to use the extract function to import a PSD into Dreamweaver.

Both of them show the code window as populated with html code when the file is extracted, before any action is taken to copy individual bits of code. When I upload and extract a PSD file, the code in the html document I'm extracting to doesn't change. Am I missing something?

No you're not missing anything.  Extract is NOT  a replacement for coding skills.  It extracts images and CSS only.  You have to create your own HTML.

I went ahead and coded the page, but the video and tutorial is misleading. When he imports the PSD, the html with those elements is in his code view, and he previews it in a browser before doing anything about adding the missing elements.
