All, if they do not have short_open_tag set up in php.ini. Most allow it,
but you won't know which don't until you try to use it.

I think its easier just to always use "<?php" and then you will never run
into any problems.

As Tom says, it's determined by short_open_tag. The default is on, but
you can turn it off. However, you cannot turn of support for <?php.

<?php is guaranteed to work. <? has no guarantee.
