Need best CC solution for Website needs

I can't seem to find a single solution in the Creative Cloud Suite for my needs so I'm hoping an expert here can advise.  What I need is to create a web page that is simple to navigate and search for external content that I designate.  The content formats are PDF documents mostly and occasionally an embedded video.  The website has to be mobile compatible and must have a search feature to locate the content.  We would prefer it if the pdf content displays in a gallery or embedded or a lightbox.  Something along those lines.  The reason is our security team doesn't want people to be able to grab the URL of the document itself.  (Don't ask why, it doesn't make sense to me either.  We just need to get over it and try to solve the problem.)

For context, I have customers who require training documentation.  That documentation comes in the form of a pdf.

I'm not an HTML developer so for me, Dreamweaver is simply not user friendly.  I've been using Muse and embedding the pdfs within accordion menus.  In some cases, I'll use a lightbox.  For the most part, this has met our needs.  But Adobe is discontinuing Muse and, despite the promise to continue support into 2020, it seems like the support is lacking.  Even still, I'll eventually have to get off of Muse anyway so I'd like to move to a different platform sooner rather than later.

Any recommendations?  It seems like the other Creative Cloud suite products simply aren't sufficient.  XD was recommended to me but it seems like XD was strictly designed to display images when using gallery functions, not pdfs.  In fact, I can't find anything from Adobe that really showcases pdf document collections on the web.  I realize that designers are generally the target demographic for a lot of these items, but for many companies there is a need for simple design tools that provide a simple UI for their users to access needed content.

Any help would be greatly appreciated!

Unfortunatly the only product that the CC subscription offers as a Muse alternative for what you wish, is Dreamweaver.

Yes, it could do what you wish, but no matter what anyone tells you Dreamweaver will require at least a basic knowledge of html, css, possibly javascript and for a search function php, unless it is for a very simple search.

You may wish to consider joining the Adobe Spark pre-release, just to see if it will match your requirerments better in the future.

I think you should look at Adobe Captivate.  It's geared toward creating responsive e-learning.  However Captivate is not part of Creative Cloud.  It's a separate subscription.
