Hello, I am very new to Dreamweaver
I am wondering if anyone can help me with the basics of writing and editing codes.

That's well beyond the scope of the forums, sorry.
DW assumes you have a decent unserstanding of the basics of html, css and javascript. Without those, it's going to be a very frustrating climb.
Fortunately, there are a lot of online resources that can have you coding in no time. Here's one I like for the basics, and the way they have the site laid out with the "Try It Yourself" links...
HTML: https://www.w3schools.com/html/
CSS: https://www.w3schools.com/css/
Javascript: https://www.w3schools.com/js/
Do the exercises, play with the code when presented with the option to do so, and you'll get a decent enough grip on the basics to start working with DW without going absolutely crazy.

I'm not sure what IGCSE is. Is this software that you are working with? If it is proprietary you may need to seek out that vendor for assistance. Otherwise for basic coding the links pointing to w3schools may be your best bet to learn about the basics. Unfortunately your request is very broad so it's like buying a car and we can tell you how pedals will make you go and stop, but eventually you have to take the keys and get behind the wheel yourself to understand.

I graduated from secondary school a long time ago. If I remember correctly, Socrates was still teaching then :-0 .
The International General Certificate of Secondary Education is an English language based examination similar to GCSE and is recognized in the United Kingdom as being equivalent to the GCSE for the purposes of recognizing prior attainment. It was developed by University of Cambridge International Examinations. Wikipedia
I'm not sure how the above ties in with learning HTML, CSS and JavaScript code. Either you know this stuff or you don't.
Read the chapters, do code exercises and take quizzes at the end.
