When you insert the image placeholder, a dialog panel opens.
On this panel
there are several fields, one of which is for direct entry of
the color
value to be used for that placeholder. Is that where you are
entering your
#993300 value (including the octothorpe "#")?
If that's the case, then I'm not sure why it's not working
for you. It
works for me. Which DW are you using?
Anyhow, take heart. Never use that color option for the
placeholder anyhow.
It will get you into trouble later if you do.
