Non Standard Connection

Using DW CS4 OS 10.6.1.

In the past I have set up my testing server/mysql database on my computer(localhost). I have even assigned my testing server/mysql database to my remote webhost. Is it possible to set up a testing server on your local computer and access your mysql database and php on your remote webhost? If so, how would I go about doing this? In effect, the testing server would point to files on my computer while any mysql/database access would poiont to my remote webhost where they also reside.
