On new installations, only the last two major releases are available (2020 and 2021).  Adobe wants everyone using the latest technologies, no more than 2 versions back on everything from your operating system to your software.

That said, you may still be able to get what you want from the ProDesign Tools website. However, Adobe may remove these installers at anytime without notice.  Also be sure to follow the VERY IMPORTANT INSTRUCTIONS on that page or it won't work.
