Start local program

Can I have a link on my web page that will start a local program on the
workstation. I want the user to be able to start "Picasa" photo software
from a web link. This is in an admin section of the site, not for public
use.

Without turning down security to a very dangerous level you can't fire an
exe file from a webpage so the answer is no.

If you know precisely where their link is on their computer, can't you link
to a shortcut (which I don't think is an *.exe but a *.lnk?)

I could be wrong, been a long time since I tried anythign like that.
