Transparent overlay

I need to be able to lay several transparent overlays .png files on top of one jpg file. Similar to the way overhead projectors used to work.

Is this possible in Dreamweaver?

I have created it in Microsoft Access but it is nearly impossible to deploy.

The grid or guitar neck is the background image and the green dots correspond to the notes that get overlaid.

I would layer the frets & notes over the guitar neck in Photoshop.  This might not be the answer you were looking for but it's how I would do it.

The trouble with multiple layers in web layouts is you can't re-scale and keep everything joined without a lot of workarounds.   It's much simpler to work with an image.
