You will need to contact Adobe directly and speak to a customer care specialist to request an "Activation Reset".

It's the only way I've ever seen to get around this particular problem with the handful of CS versions that still have activation servers.

You'll likely need to speak to a supervisor, as the standard representatives don't typically know what an Activation Reset is, only working with Creative Cloud products.

============

@Jon Fritz   FYI Adobe Support can't help them.  Adobe are no longer increasing allowable activation counts on perpetual licensed titles.  Users must deactivate software from one or more of their old computers first to free up activations for use on a new computer.

More on this in the Back Room.

Nobody should be using obsolete web software from 2010.  The web has changed too much in 14 years. See options below.

MODERN CODE EDITORS (payware, feeware & online):
-- Adobe Dreamweaver CC - https://www.adobe.com/products/dreamweaver.html
-- Codespaces (free, browser-based) - https://github.com/features/codespaces
-- Nova (Mac only, formerly called Coda) - https://nova.app/
-- Pinegrow - https://pinegrow.com/
-- Sublime Text - http://www.sublimetext.com/
-- Visual Studio Code (free) - https://code.visualstudio.com/
-- Wappler ~ Visual Web App Builder - https://wappler.io/

Hope that helps.
